Purpose

The purpose of this assignment is to coordinate and implement the bidding process jointly with the Procurement Specialist, review designs, supervise their implementation, and provide overall construction supervision under the DSUDP .

The Environmental Specialist, jointly with the Social Specialist,  Will provide support for PIG in the implementation of the project, especially in activities related to implementation, supervision, and compliance with the World Bank's ESF (Environmental and Social Framework) and other relevant standards as described under the project ESCP (Environmental and Social Commitment Plan), and also will be responsible for compliance of the environmental regulations and legislation of the Republic of Tajikistan during the project implementation,

 

III. Scope of Work

The Environmental Specialist’s responsibilities will include the following:

  • Assist and support the consultant firm in conducting necessary screening, scoping and comprehensive E&S impact assessment studies (ESIAs), implement subsequent environmental management plans, and commitments stipulated in the Project Financing Agreement;
  • Prepare site/project-specific ESMPs, or Checklist-ESMPs for subprojects if necessary and omplement all aspects of the ESMPs including environmental due diligence and completion of checklists for each subproject to be implemented under the Project;
  • Supervise and support contractors in implementing their responsibilities set out in the ESMP and other provisions if necessary;
  • Make sure that contractors have their C-ESMPs prepared and approved by the Engineer/Client before physical works start;
  • Often visit sites and monitor ESMP implementation;
  • Identify and prepare background and training environmental materials and training schedule plan and conduct/manage ESMPs training for the PMG/PIG, Supervision Consultant, and contractors’ personnel according to the training plan envisaged in the ESMP/ESMF;
  • Respond to environmental incidents/accidents and record them in accordance to ESIRT (Environmental and Social Integrated Risk Tools) as described in the project ESCP;
  • Assist the contractors, Supervision Consultant firm, and other relevant bodies in keeping and managing records (written records, images) for the purposes of environmental risk management, including incidents on sites and PAP (Project Affected Person);
  • Prepare monthly/quarterly progress reports to be submitted to the World Bank as described in the ESCP and other stakeholders as outlined in the ESMF and site-specific ESMP;
  • Organize public consultations on sketch designs, impact assessment, subproject risk disclosure, and prepare minutes of consultation as required;
  • Facilitate the establishment of the Grievance Redress Mechanism on environmental perspective and assist in maintenance of the grievance logbook;
  • Monitor and report on any environmental impacts and risks management issues identified during project implementation, including the implementation of ESMF, ESIA/ESMPs, and provide recommendations to the project management on how they could be addressed in compliance with the World Bank ESF Standards;
  • The environmental specialist will establish close contact with Committee of Environmental Protection (CEP) and ensure necessary permits are obtained by the contractors.
  • The Environmental specialist will coordinate with WB E&S (environmental and social) team as well as with other implementation agencies and project stakeholders.
  • The Environmental Specialist will make sure that the Project implementation shall comply with the World Bank’s ESF and following relevant E&S StandardsESS1 Assessment and Management of Environmental and Social Risks and Impacts

ESS3 Resource Efficiency and Pollution Prevention and Management

ESS4 Community Health and Safety

ESS5 Land Acquisition, Restrictions on Land Use and Involuntary Resettlement

The Specialist will also use, and track the implementation of, the World Bank’s EHS (Environmental Health and Safety) guidelines during Project implementation.

  1. Assignment Duration

The assignment will span the entire Project implementation period, i.e. until 31 October 2024, as agreed by the Parties subject to 3 months probation period.

 

  1. V. Reporting

The Specialist will be subordinate to the Manager of the PIG under the Smart City SUE. Monthly reports should be prepared and submitted in Russian in both soft and hard copy in line with internal procedures.

  1. Place of Work

The Specialist will be based in the PIG office at the Smart City SUE. The Smart City SUE will provide the Specialist with documents required for service provision and a workstation with access to Internet and office equipment.

 

  1. Qualification Requirements
  • University degree in environmental sciences, civil engineering, or environmental management;
  • Five (5) years of relevant work experience;
  • Experience of working with the World Bank-financed, ADB, and other multilateral agencies projects and/or similar safeguard projects would be an advantage;
  • Mandatory command of Tajik and Russian; and fluency of English would be considered an advantage;
  • Computer skills, including work with texts and spreadsheets.

The Project will support Dushanbe in addressing its pressing solid waste management challenges, which is of high importance for the city’s green and sustainable development. Dushanbe’s improved solid waste management will put the city on a long-term track towards cradle-to-cradle economy where resources are reused and waste is minimized.

The Project is comprised of four components. Component 1 — Solid waste collection efficiency: This component will improve the adequacy and efficiency of the solid waste collection services provided by four waste collection SUEs. Component 2 — Solid waste processing and disposal: This component will upgrade and rehabilitate physical and operational elements of the Dushanbe landfill, as well as improve its environmental setting, performance, contributing to mitigating climate change impacts, scaling up resource recovery, and satisfying waste pickers’ needs. Component 3 — Institutional strengthening: This component will strengthen a wide range of institutional aspects of Dushanbe’s integrated solid waste management, enhance required institutional capacity as well as improve performance management within adequate policies. Component 4 — Project management: This component will support incremental operating costs of the PIG and project management consultants.

The Environmental Specialist/Environmental Engineer will be hired to assist the Smart City SUE in carrying out environmental compliance activities, with direct reporting to the Manager of the PIG under the Smart City SUE.
